Autre titre : The international rice market, instability factors and exports policies

Résumé (autre langue) : The international rice market is very thin compared to that of the other grains. Qualities are very heterogenous and trade is marginal in relation to the total production. Many countries, especially the importing ones, intervene on the market only in an irregular way, in the margin of a strategy which first and foremost aims at selfsufficiency. These characteristics lead to a great instability of prices. However, the prices are also subject to seasonal cycles bound to harvests in exporting countries. Geographically, trade has been concentrated for a long time in the Far East, then it shifted in the 70s towards new destinations in Africa and the Middle East. This has contributed to an important progress of the market. Yet, from the beginning of the 80s, demand has been stagnating and price trends dropping. The policy of the two leading exporting countries, Thailand and the USA, does not really have a decisive effect on price instability. However, the different subsidies to American rice tends to pressure world prices. They allow the USA to take up nearly 20 % of the market share in spite of high costs and higher prices than those of the leading exporting countries. After having taxed for a long time its export, Thailand is starting to set up support programmes to the rice sector and to back export, in order to face increasing competition among Asian exporters.
