Résumé : The problem of policy formulation, specially when their environmental impact is taken into account, has to be dealt very carefully. Formaisation of the decision making processes of policy makers and farmers has in the past confronted unsatisfactory results, due mainly to the use of irrealistic hypotheses. In this paper a tool is proposed to analyse the impacts of policies at several levels : farmer, herder, region or sector; economic as well as environmental effects can be analysed. This tool has been developed in order to represent actual farmers', herders' and consumers' behaviour. It is based on a detailed representation of the different types of farmers and herders, their responses to policy measures, the impact on natural resources and production (sefl consumed and marketed) and how the total production affects the prices when it is compared with urban demand (differentiated by type of consumer). The principal hypothesis is that the gap between expected prices and real prices strongly the investment capacity of agriculture producers. the tool is built up of 3 modules : production, where decisions about crops allocation are made, based on expected prices, which is a regional optimization model with a detailed description of behaviours; marketing/consumption, a partial equilibrium model where "real" prices are determined as a result of the confrontation between marketed production and urban demand; and context, in which the general macroeconomic variables affecting farmers and consumers are defined
