Résumé : Nigeria witnessed a rapid expansion of irrigate area between late 1970's to late 1980's where over 100,000 ha were developed under the supervision of government agencies (Nwa, 1983). This was seen as socio-political strategy to combat the devastating drought of mid 1970's and means of providing employment for the teeming population, among others (Olofin, 1993). The Government however found it difficult to finance the recovery costs of running these schemes mainly due to decline in allocations and low recovery from water fees. Olugbemi 1993 reported that 45% cost recovery form water charges was the highest ever recorded in the country. Centrally financed procedures of the agencies tend to hinder the effective provision of quality services to farmers (Musa, 1997); - These and other factors led to the rapid deterioration of infrastructure, shrinkage of area irrigated, maldistribution and wastage of water. By 1999 the total irrigated area under the supervision of the agencies dropped to less than 30,000 ha (Musa, 1999). Driven largely by financial pressures the government started contemplating to share management responsibilities of irrigation schemes between these agencies and the users organised into associations.
