Résumé : In response to the chaotic funtioning of states, the idea of the management by local communities of natural resources and therefore the possesion of the land is progressing significantly. This filternative seems to be inevitable, however it raises several questions when it is to be put into action in the context of agricultural colonisation. In Madagascar, West of Lake Alaotra, there is a movement of agricultural colonisation by migrants who are trying to control land that is not yet privately appropriated. Access to the land in this area is the origin of frequent conflicts that hinder the setting up of all management operations in the area. The absence of traditional powers and the individualism of the migrant's strategies condemn all possibilities of the integral transfer of the responsibilities of land tenure to the village communities. An experiment of local management of land tenure was accomplished in order to secure the rights of the agricultural cultivators that settle in this region. An alternative way was imagined; to try to proceed with individual recognition of land tenure rights by consulting with a group of all users and by simplifying registration procedures. This experiment also brings other suggestions for the financing of land tenure services.
