Résumé : Major changes are taking place in the global political and economic context: new blocs of influence are emerging and there is increased international collaboration in some areas (environment, trade) but also uncertainty over the prospects of some less-developed countries given stagnating aid flows and likely new patterns of trade under GATT. Agriculture must grow in the South in order to meet food needs. Such research faces six majors challenges: to reduce food security by increasing staple food production by around 2 % per year; to enhance the resource base in both high-productivity and more marginal environments; to contribute to diverse livelihoods of the rural poor; to generate sufficient fodder and fuel; to generate technologies responding to demands for more diverse foods and "convenience" foods; and to consolidate Idcs' capacity for client-oriented research. Whilst agriculture-related research has performed well in the past, for the future it faces the more difficult task of achieving a "doubly green" revolution. However, technical change in agriculture in itself is unlikely to have much impact unless policies set up a number of enabling conditions. The paper commends the CGIAR's new vision and recommends continued USAID support and endorses the recent positive review of the CRSPs, but notes with concern the lack of adoption of technologies in some areas, and the lack of comparative advantage of some US universities in linking with Idc development organizations and programs to enhance the prospects of adoption
