Résumé : Decision-making involving many types of actors is influenced by more than technical and economic consideration only. Very often, partial perceptions, rules of interaction and un-coordinated strategies also play a major role in decision.To take these unusual factors into consideration, a method for institutional analysis has been developed and is presented in this book. Designed as a manual, it guides the reader through the different steps of the PACT method, detailing the techniques of field surveys, interview analysis and the use of a specific visualisation software. Results on stakeholders' perception regarding their situation, other actors' and how these could evolve can thus be computed, analysed and displayed easily. It enables users to reveal areas of potential consensus, collaboration opportunities and to assess the possible role of the different stakeholders in a viable and legitimate process of change.
