2003. Privatisation et fiction étatique : le cas de Sao Tomé et Principe.

Résumé : This paper draws from the concept of "privatization" of the state in Africa and on the basis of the case of São Tomé and Principe seeks to show that the transfer of the social role of the state to non-state actors is functional to the maintenance of the fiction of a state in the country. To this end the paper undertakes a genealogy of the state in STP and identifies Portuguese colonialism with the conditions of possibility of the social and political reality which carries the name of STP as of today. Analytically the paper takes its cue from a tension between the economic logics and logics of representation and defines the role of the state as consisting of negotiating a compromise between these two logics. The outcome of this negotiation defines the nature of the state. The relevance of this approach to the theme under discussion, namely contemporary legacies and relationships lies in the showing the importance of Portuguese colonisation to the understanding of today's reality in STP.
