Résumé : An integrated approach is developed to assess the effects of joint irrigation management by agency and users on system operation and maintenance, agricultural productivity, farmer income, cost recovery, and sustainability. The approach was tested in a 2,150 ha irrigation system, Hadejia Valley Irrigation Project (HVIP) located in the Sudan Savannah ecology. The scheme is in Hadejia Emirate of Jigawa State, Northern Nigeria where only canal water is used for irrigation. The main objective of the study is to involve farmers, through the Water Users' Associations (WUAs), in decision-making and management of the irrigation scheme. This is expected to enable the agency provide quality services leading to both higher crop productivity and farmer incomes, thus recovering the O & M costs for the sustainable use and management of the irrigation scheme. The study revealed that both the Irrigation Agency (IA) and Water Users Associations (WUAs) adopted the Agency Farmer Joint Management (AFJM) concept at varying degrees. The IA was re- organized which resulted in the creation of a WUA unit where users' activities are organized and co-coordinated. [...] The assessment of the applied AFJM concept showed that the approach allowed improvement in the quality of irrigation services rendered by the Agency as well as providing the incentive for user effective participation and sharing of cost and responsibilities. The framework and methodology used also provide for investigation of wide scheme management interventions and policy issues.
