Résumé : This study search to contribute to the debate of the effects of the agricultural trade liberalization on the poverty, with the premise of the existence of winners and losers in the process. Beyond a monetarist vision of the poverty and supported in capability's approach of A. Sen, we have tried to show the importance of the territorial resource "activation" (mobilization) of the rural agro-industry (RAI) concentrations with the approach of localized agro-food systems (LAFS). We analyze specially the collective action and a new type of coordination of actors, an hybrid form in the case of rural dairy sector in Cajamarca, Peru. This analysis present a proposal of territorial development supported in RAI, the territory and the collective action, but taking into account also the evolution in the concept from the poverty. This new development approach allows small agricultural producers to obtain gains in the trade liberalization process. The learned lessons can contribute to the discussion about the future of the small agriculture in México.
