Résumé : A project of training on Local Economic Resources Development" (LERD) refunded by French public funds allocated following the 26-December 2004 Tsunami. The objective of this concept is to choose a key product in each district and implement action to reach a top-quality product that can be competitive on international markets after export. Within this training which gathered representatives from involved technical Ministries, farmers and traders, a wide range of commodities, traditionally produced in the five districts affected by the Tsunami, have been reviewed using the LERD method: cocoa, potatoe, soybean, dairy and coffee. The potential analysis showed that among the five commodities, cocoa reached the maximal comparative advantages to implement a pilot action using the LERD method towards a sustainable development at the local scale. Aceh development Agency in cooperation with the National Development Planning Agency and Postgraduate of Syiah Kuala University, Banda Aceh has decided to designate the Pidie District as a potential cocoa plantation to be promoted French Embassy in Indonesia provide a financial and technical assistance in the efforts to develop cocoa sector. The objectives of this first mission was to assess the agro-ecological situation of the Pidie district by underlining the main technical problems met by the cocoa farmers, to define the socio-economic environment, the farm typology, the level of organization and the networking of cocoa marketing. This preliminary agronomic and socio-economic survey allows to identify the key factors that are mandatory to reach an improvement of the quality of the product, as well as farmer's income. The importance of cocoa chain in the regional economy, especially in Pidie district, could be confirmed. Cocoa growing can be considered as is the main perennial crops in the farming system involving a lot of smallholders. The Tsunami have not struck cocoa farms, moreover cocoa chain is really in ascendant phase; consequently, it is possible to count on a significant development which can improve farmer's standard of living. The level of farmers' ability is not sufficient and some constraints can be underlined: there is a big sanitary problem with CPB, the quality of product is low and there is not very clear marketing rules in the district, so it is important to develop farmers training to learn good practices and improve the quality of beans On the other hand, it is possible to extend the areas because the environmental conditions are favorable, lands are available and farmers demonstrate motivation. The project proposed in this report should be able to meet the demand, because it will provide training aimed at improving the level of production and cocoa quality. Adequate methods are considered in order to improve the quality control of product and marketing organization, investments with the delivery of elite seeds, nurseries, processing materials, and equipment for the agribusiness center.
