Résumé : The sugarcane sector in Fiji is currently meeting constraints and challenges with a concomitant low production of sugarcane compared to the last decade s 1. If no progress, this situation will be more critical after the abolition of the EU sugar production quotas in 2017. The SRIF is committed to bring a demand driven and technology - led enhanced growth in cane agriculture in Fiji for improving livelihood opportunities and ensuring sustainable cane agriculture. According to the context, it has to demonstrate its capability to improve the Fijian cane production in a short time. With a new Board set in March 2015, SRIF is starting a new life rebuilding its organization, strategy and research programs. The EU which is already supporting the institute for 2010 accepted to finance a CIRAD mission to provide support and advice to the Acting CEO of SRIF, to take applied research effectively and efficiently whilst concomitantly establishing strategic partnership with international research institutes and building the capacity of its researchers. Three consultants from CIRAD have been involved in this contract from April 27 th to November 04 th 2015 (Dr. Catherine Marquié, Technical adviser (TA), Dr. Christophe Poser, Technical Expert on sugarcane production (TE) and Dr. Régis Goebel, Technical Expert on sugarcane protection . Nine terms of reference were requested into the SRIF - CIRAD contract. The CIRAD contributions in each of them are summarized in Table 1, and followed by recommendations extracted from the technical agronomic support visit to SRIF realize between 8 and 14 October 2015. CIRAD recommends that SRIF does a very applicable research directly with farmers using a participative approach. All the young staff should be involved in it. Supervision must b e done jointly by FSC and SRIF with a collaboration of Fairtrade Cooperation. The SAG is the good instance to manage the coordination of the activities between stakeholders. SRIF is the relevant institution to strengthen the links between the SAG members by involving them into its programs. SRIF should have also the following ambitions: 1. Having a strong and organized management structure to build and implement the SRIF programs and to make decision on priorities to be followed. 2. Developing a “culture of en terprise” and motivate all the staff to be solider and cooperative and to work together toward the same objective. 3. Developing a culture of impact of SRIF activities for farmers and industry 4. Connecting strongly all the stakeholders. The SRIF Act should facilitate. 5. Increasing quality in research processes and analyses 6. Strengthening and valorized the staff skills 7. Opening the collaborations with other international research institutions. As a conclusion, SRIF has progressed a lot during the last 6 months mostly in its organization, its practices, and its capability to build research programs. An action plan broken into prioritized activities has been elaborated. Collaboration with CIRAD is well engaged with the signature of a Memorandum of understanding (MOU) under discussion . Three points remain critical in the SRIF development and must be improved to allow it filling its objectives at short term: - The research management - The relationship with stakeholder - The time management Bearing these points of weakness, SRIF has today more resources and capacity to continue its construction and achieve its objectives.
