Résumé : The Philippine agriculture and fisheries sectors are crucial for the nation's growth, but very low R&D investment hinders their potential. Increasing this investment is essential to make these sectors climate-resilient and competitive. Currently, Department of Agriculture (DA) spending on R&D is only 0.15% of the agricultural GDP (AgGDP), far below the necessary level (Source DA). This ratio should be, at least, around 1%. Addressing food security challenges, climate change impacts, and smallholders' economic vulnerabilities requires a significant and systematic expansion in R&D funding.
