Résumé : Politiques publiques et agriculture propose une mise en perspective des politiques publiques de trois pays appartenant à des ensembles continentaux et surtout géo-économiques différents. A partir d'une présentation synthétique des disparités structurelles entre le Cameroun le Mexique et l'Indonésie, passant en revue les principaux indicateurs économiques et démographiques, les auteurs s'attachent à restituer les conditions de mise en oeuvre des politiques publiques promues par les trois États. Sur la base d'une analyse historique des filiations et des emboîtements entre politiques sectorielles et politiques économiques globales, ils proposent une périodisation et une caractérisation des politiques agricoles et présentent quelques indicateurs de l'efficacité des choix effectués (satisfaction des besoins alimentaires, parts de marchés pour les produits agricoles d'exportation...). L'analyse permet de mettre en avant, au delà des opportunités et des contraintes liées aux contextes historiques, géographiques et économiques nationaux, le rôle stratégique des choix politiques favorisant l'investissement productif et surtout le réinvestissement des fruits des croissances sectorielles

Résumé (autre langue) : Public Policies and Agriculture sets out to bring into perspective the public policies of three countries, each belonging to a different continent, and, more importantly, each being part of a different economic ensemble. Starting from a synthetic presentation of structural and constitutive disparities between Mexico, Cameroon and Indonesia, and a review of the main demographic and economic indicators, the authors have endeavoured to set out the conditions in which the public policies of the three countries were established and implemented. On the basis of an analysis over time of relationships and overlaps between sectorial policies and overall economic policies, they put forward an interpretation in terms of phases and a characterisation of agricultural policies, and set out some indicators to assess the efficiency of the choices made (for instance, satisfaction of staple food requirements, or market shares for agro exports). Over and above the scope and limitations relating to historical, geographical and economic contexts in a given country, the analysis highlights the strategic role of policy choices promoting productive investment, and more especially reinvestment of the products of sectorial growth. The originality of this work resides first in the comparison of three national situations that are indeed characterised by marked disparities, but also by similarities with respect to international competition. It also resides in the importance given to the past history of public policies, which is often neglected, and which here has provided a picture of the contexts involved, and thrown light on the motivations underpinning past choices. This retrospective approach over a long period is essential to apprehend rigidity in present-day policies, and hence possible scope for action.
