Résumé : Varietal innovation based on technology transfer, documents more failures than successes in the plantains value chain; one explanation for this could be the role of institutions. The objective of this paper is to analyze the institutions that govern the technological transfer processes of plantain varietal innovations in Côte d'Ivoire. To do so, we characterized their nature and traced their evolutionary dynamics in the macroeconomic environment that underline these transfers realize for the purpose of increasing productivity. The methodology for characterizing the Ivorian plantain sub-sector was based on the study of five of the main production zones (Abengourou, Adzopé, Agboville, Issia and Soubré), each of which is structured by a regional system of Plantain Innovation Platforms (PIPs). These PIPs bring together research actors (indirect) and direct actors (farmers) in study of the value chain. Face-to-face interviews, using semi-structured guides, were used to conduct qualitative surveys of institutions and organisations involved in the West African Agricultural Productivity Programme (WAAPP) in general. The method of analysis used a comprehensive approach to analyze the effects of technological transfers. The results show that the technological trajectory of food crop agriculture emanates from, on the one hand, a co-evolution of resources generated by technological transfers (exogenous) and on the other hand, those generated by local dynamics (endogenous) that have favored an increase in plantain productivity between 1960 and 2020. This impact is corroborated by strong final demand on national and regional markets. Further analysis highlights two forms of institutions that constitute governance filters for the technological adaptation of new plantain varieties: (i) institutional arrangements in socio-technical networks (PIPs), and (ii) collective social norms of plantain pre-harvest mobilised by farmers. These results call for the role of these institutions in the strategy of agronomic research for diversify varietal offer, regarding the real needs of farmers and consumers.
