Résumé : L'expérience de Madagascar, où une Plateforme de concertation de la filière riz a été établie conjointement à un Observatoire du riz, illustre la complémentarité entre l'apport d'un Système d'information de marché (SIM) dans l'aide à la décision publique et un dispositif de gouvernance hybride, basé sur la participation et la concertation. Il ressort des différentes crises ayant touché le marché du riz entre 2004 et 2011 qu'un suivi régulier du marché sur tout le territoire et une amorce de partenariat public-privé autour de la régulation du marché ont permis une gestion plus transparente et raisonnée des interventions. Malgré un contexte perturbé, ces deux dispositifs ont contribué à une plus grande stabilité du marché intérieur et à un accroissement de la production au cours des années où ils ont été conjointement opérationnels. Toutefois, la forte asymétrie entre acteurs, la difficulté de définir l'intérêt commun, ainsi que les biais des interventions publiques en période de crise politique demeurent des limites.

Résumé (autre langue) : The experience of Madagascar, where a consultation platform of the rice sector's stakeholders has been established jointly with a market information system, illustrates the complementarity between the contribution of a Market Information Service (MIS) in public decision-making and an approach of hybrid governance markets based on public-private participation and consultation. Going through the different crises that hit the rice market between 2004 and 2011, it appears that a steady monitoring of the market situation and an attempt of public-private partnership around regulation of the market led to a more transparent process of policy decision-making and more consistent market regulation measures. Despite a disturbed context, these two devices have contributed to greater stability of the domestic market and an increase in production during the years where they have been operating jointly. However, the main limits are the strong asymmetry between actors, the difficulty of defining the common interest, and the bias of public interventions in times of political crisis.
